
On December 1, 2025, a scientific seminar titled «Ukrainian Rural Areas on the Path to the European Union: From Data to Policy Recommendations» was held at the Staszic Palace (Warsaw), organized by IRWiR PAN with the participation of Ukrainian and Polish researchers.
The seminar addressed key challenges facing Ukrainian rural territories in the context of war and preparation for EU accession. Participants examined the pathway from analyzing the state of Ukrainian rural areas to formulating policy recommendations, discussing issues of food security, land governance, accessibility of basic services, and demographic changes. Special attention was given to a human rights-based approach and opportunities for Ukrainian-Polish cooperation.

The following institutions participated in the seminar: the National Academy of Sciences of Ukraine, the Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine, Dolishniy Institute of Regional Research of NAS of Ukraine, Mykhailo Ptoukha Institute for Demography and Life Quality Research of the National Academy of Scienses of Ukraine, the Institute of Rural and Agricultural Development of the Polish Academy of Sciences (IRWiR PAN), as well as a number of institutions from the United States of America. In particular, the USA was represented by:
Dr. Sachin Shah – hydrologist at the U.S. Geological Survey (USGS) and Professor at the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin (LBJ School of Public Affairs);
Dr. Dhaval Vyas – Project Manager at the U.S. Department of the Interior and representative of the International Technical Assistance Program (ITAP, US DOI).


The event was held with the support of the project «Substantiation and measures for implementation of a human rights-based integrated approach to rural development, food security and land policy in post-war rebuilding of Ukraine» (short title: “rUAr: Rebuild Rural Ukraine”), financed within the framework of the program “Long-term program of support of the Ukrainian research teams at the Polish Academy of Sciences carried out in collaboration with the U.S. National Academy of ciences with the financial support of external partners”

Oksana Sakal participated as an expert in the panel discussion. Yosyp Dorosh and Andrii Tarnopolskyi joined the discussion, outlining key directions for the development of Ukrainian rural territories and land policy.




The organizers emphasized the importance of interdisciplinary cooperation and acknowledged the Land Management Institute of the National Academy of Agrarian Sciences of Ukraine as one of the key partners in research on the future of rural territories.
