The Land Management Institute of NAAS, the Boyarka Forest Research Station of NULES of Ukraine, and the Kyiv Regional Council held a workshop of the Regional and National Policy Lab within the LandShift project

On 4 March 2026, the Land Management Institute of the National Academy of Agrarian Sciences of Ukraine, together with the Boyarka Forest Research Station of the National University of Life and Environmental Sciences of Ukraine and the Kyiv Regional Council, organized and held a workshop of the Regional and National Policy Lab within the framework of the LandShift project.
 
The LandShift project (https://landshift.eu/) – “Community-Led Creation of Living Spaces in Shifting Landscapes for Climate-Resilient Land Use Management and Supporting the New European Bauhaus” – aims to transform land-use practices to enhance climate resilience and support the sustainable development of communities. The project is funded under the European Union’s research and innovation programme Horizon Europe in accordance with Grant Agreement No. 101182007.
 

 
The event took place in a hybrid format at the Land Management Institute of NAAS.
The workshop was moderated by Andriy Dorosh, Senior Researcher at the Land Management Institute of NAAS. In his opening remarks, he introduced the LandShift project, outlining its objectives and presenting the concept of “living spaces” studied within the project, with a particular focus on the Kyiv Region.
 

 
Subsequently, Shamil Ibatullin (Land Management Institute of NAAS) presented the Nature-Based Solutions Library developed within the project, explaining its purpose and potential applications. During the presentation, several cases demonstrating the practical use of the library were introduced.
 

 
Andrii Dorosh also presented and discussed with participants the key land use challenges in the Kyiv Region, highlighting specific examples of existing problems and potential solutions aimed at addressing them.
 

 
Oleksandr Melnyk (Boyarka Forest Research Station of NULES of Ukraine) provided an in-depth overview of forestry-related challenges in the Kyiv region and the measures aimed at addressing them or minimizing the negative impact of harmful factors.
 

 
Oksana Sakal (Land Management Institute of NAAS) introduced participants to references to nature-based solutions in Ukrainian legislation, covering both the broader legislative context of the term and the practical aspects of implementing nature-based solutions across different sectors.
 

 
Representatives of national, regional, and local authorities participated in the workshop, including:
– Hanna Bondar – Member of Parliament of Ukraine, Head of the Subcommittee on Urban Planning and Land Relations within Development Areas;
– Svitlana Rudenko – Head of the Department for Regulation of Land Relations, Development of State Cadastres and Soil Fertility, Ministry of Economy, Environment and Agriculture of Ukraine;
– Hanna Zholobetska – Head of the Land Protection Division, Department of Land Management, Use and Protection, State Service of Ukraine for Geodesy, Cartography and Cadastre;
– Hanna Romanova – Chief Specialist of the Registration Division of State Land Cadastre Objects, Department of the State Land Cadastre, State Service of Ukraine for Geodesy, Cartography and Cadastre;
– Ivan Denysiuk – Chief Specialist of the Forest Protection Division, State Agency of Forest Resources of Ukraine;
– Roman Tytykalo – Head of the Commission on Ecology, Natural Resources Management, Hunting, Water Resources, and Chernobyl Disaster Consequences of the Kyiv Regional Council;
– Oleh Bulbaniuk – Deputy of the Borodianka Settlement Council, Bucha District, Kyiv Region;
– Olha Leonova – Head of the Department of Ecology and Natural Resources, Bilohorodka Village Council, Bucha District, Kyiv Region;
– Nataliia Ladchenko – Specialist of the Department of Investment Policy, Project Management and International Cooperation, Bilohorodka Village Council, Bucha District, Kyiv Region;
– Tetiana Kochkova – First Deputy Mayor of the Boyarka City Territorial Community, Fastiv District, Kyiv Region;
– Andrii Kostetskyi – Chief Environmental Specialist of the Department of Land Management, Cadastre and Ecology, Boyarka City Territorial Community, Fastiv District, Kyiv Region;
– Iryna Kozubenko – Head of the Department of Project and Energy Management, Boyarka City Territorial Community, Fastiv District, Kyiv Region;
– Olena Kovtun – Head of the Department of International Cooperation, Economic Analysis and Strategic Communications, Boyarka City Territorial Community, Fastiv District, Kyiv Region.
