
On July 2, 2026, the Land Management Institute of the National Academy of Agrarian Sciences of Ukraine (NAAS) held a regular meeting of the Coordination and Methodological Council (hereinafter – the CMC). At the opening of the meeting, Acting Director of the Institute, Dr. Sc. (Economics), Professor, NAAS Academician Yosyp Dorosh presented the agenda to the participants, which included:
– hearing a scientific report;
– reviewing the first-half 2026 reports on the implementation of tasks under the Applied Scientific Research Program (PND) No. 38 “Development of the Land Management and Cadastre System in Ukraine” (“Land Management”);
– approving the personal composition of the Institute’s Coordination and Methodological Council;
– approving the Council’s work plan for the second half of 2026.
The CMC meeting was attended by representatives of the NAAS Presidium:
– Vice President of the NAAS Presidium, Dr. Sc. (Economics), Professor, Corresponding Member of NAAS, Honored Economist of Ukraine Anatolii Moskalenko;
– Curator of the research institution, Head of the Department of Agrarian Economics and Food of NAAS, Ph.D. (Economics), Senior Researcher Alla Voitiuk.

A scientific report titled “Ecological and Economic Factors of Land Capital Formation in the Agrarian Sector” was presented by Maria Zavodiana, Junior Researcher at the Land Management Institute of NAAS. The speaker addressed the following issues, in particular:
– examined the theoretical and methodological foundations of land capital formation in the agrarian sector;
– substantiated a conceptual approach based on the recognition and realization of key human rights to land, in accordance with international UN and FAO standards;
– clarified the content of the concept of “land capital” in the agrarian sector;
– identified and systematized the ecological factors of land capital formation in the agrarian sector;
– improved the methodological framework for information and analytical support in the formation and valuation of land capital in the agrarian sector;
– identified current challenges and directions for improving land capital formation in the agrarian sector of Ukraine.


Following a scientific discussion and approval of the report, the CMC reviewed the scientific results of the implementation of tasks under the Applied Scientific Research Program (PND) No. 38 “Development of the Land Management and Cadastre System in Ukraine” (“Land Management”) for the first half of 2026. The following topics generated particular interest and scientific discussion among the meeting participants:
– “Development of Integrated Geospatial Platforms for Land Management” – addressed to Dr. Sc. (Economics), Professor, NAAS Academician Shamil Ildusovych;
– “Institutional Foundations for the Development of Land Management under Ukraine’s European Integration” – addressed to Dr. Sc. (Economics), Senior Researcher Oksana Sakal;
– “Cognitive Modeling in the System of Institutional Regulation of Land Management Development” – addressed to Dr. Sc. (Economics), Associate Professor Tetiana Priadka, representative of the co-executor of PND 38 “Land Management” from the Institute of Agroecology and Nature Management of NAAS;
– “Assessment of the Current State of the Land Cadastre System in Ukraine and Identification of Problematic Aspects” – addressed to Ph.D. (Technical Sciences), Associate Professor Mykola Malashevskyi;
– “Strategic Planning of Land Use in the Context of Socio-Economic Development of Rural Territories” – addressed to PhD in Economics Andrii Dorosh;
– “Monitoring Systems for Lands Damaged as a Result of Military Actions: Analysis and Approaches” – addressed to Ph.D. (Economics) Roman Kharytonenko.








The meeting also approved the personal composition of the Institute’s Coordination and Methodological Council.
Roman Kharytonenko, Ph.D. (Economics), Scientific Secretary of the Land Management Institute of NAAS, presented the CMC’s work plan for the second half of 2026.
During the CMC meeting, Alla Voitiuk, Ph.D. (Economics), Senior Researcher, Curator of the research institution and Head of the Department of Agrarian Economics and Food of NAAS, emphasized the importance of the practical implementation of scientific and technical achievements at various levels — in production, in public authorities and local self-government bodies, as well as in the educational process.
Anatolii Moskalenko, Vice President of the NAAS Presidium, Dr. Sc. (Economics), Professor, Corresponding Member of NAAS, Honored Economist of Ukraine, drew attention to the completeness and quality of the conducted research work and its testing/approbation.
Following the results of the CMC, Yosyp Dorosh, Dr. Sc. (Economics), Professor, NAAS Academician, emphasized the need for broader approbation of the research results obtained in 2026, as well as the importance of implementing the resulting scientific and technical products into practice and timely completing the 2026 R&D reports within the framework of the Applied Scientific Research Program (PND) No. 38 “Development of the Land Management and Cadastre System in Ukraine” (“Land Management”). In addition, he drew the team’s attention to the further development of the Institute’s priority areas of activity, namely improving the quality of educational work and deepening international cooperation, in particular participation in the Horizon Europe programme.
