Experts of the Land Management Institute of National Academy of Agrarian Sciences of Ukraine, headed by its Director, Doctor of Economics, Professor Yosyp Dorosh, held a joint meeting with the management and specialists of the Irpin City Council. At the meeting, representatives of the Land Management Institute of National Academy of Agrarian Sciences of Ukraine explained the changes in land legislation that occurred during martial law and presented a new innovative product developed by the Land Management Institute of National Academy of Agrarian Sciences of Ukraine, the Automated system for Calculating the Normative Monetary Value of Land Plots, which provides the ability to obtain the amount of the normative monetary value of land plots and the amount of land payment online to the specialists of the Irpin City Council. The system has spatial and analytical functions and allows for the formation of expected payments for land plots and provides for the possibility of calculating the normative monetary value when forming new land plots, taking into account the options for their intended use.
 
The cooperation between the Land Management Institute of National Academy of Agrarian Sciences of Ukraine and the Irpin City Council began in 2022, with the development of a land management project to establish the boundaries of the territory of the Irpin City Territorial Community. The land management project was agreed upon and approved, and information on the boundaries of the territorial community was successfully submitted to the State Land Cadastre.
 
In order to continue cooperation with the Irpin City Council, the Land Management Institute of National Academy of Agrarian Sciences of Ukraine proposed to develop technical documentation on the normative monetary valuation of land plots within the legal boundaries of the Irpin City Territorial Community. It was also proposed to develop an automated workstation for calculating the normative monetary valuation of land plots within the legal boundaries of the Irpin city territorial community and to create a database of land plots with a specific purpose. The technical documentation developed to such an extent that it will allow to form the expected revenues from land fees and to monitor the revenues, as well as to identify debtors in a timely manner.
 
As a result of the meeting, it was decided to develop technical documentation on the normative monetary valuation of land plots of the Irpin city territorial community in accordance with the current methodology approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 3, 2021 No. 1147 and scientific and methodological recommendations for the application of the Methodology for Normative Monetary Valuation of Land Plots Part 1: General Requirements. The technical documentation should include an automated workstation for calculating the normative monetary valuation of land plots and a database of land plots with calculation and analytical functions.
