Another Working Meeting Held with French Embassy Representatives at the NAAS Institute of Land Management
On 28 July 2026, the Institute of Land Management of the National Academy of Agrarian Sciences of Ukraine (NAAS) hosted another working meeting with Jean Lanotte, Agricultural Attaché of the French Embassy in Ukraine, and Olga Tovstonoh, Assistant at the French Embassy.
The Institute of Land Management was represented by its Director, NAAS Academician Yosyp Dorosh; Deputy Director Andrii Tarnopolskyi; Head of Department Oksana Sakal; Scientific Secretary Roman Kharytonenko; and Senior Research Fellow Andrii Dorosh.
During the meeting, participants discussed the standard monetary valuation of land plots, the taxation of land transactions, and land payments. The conversation also addressed the regulation of agricultural land turnover in Ukraine and France.
Andrii Tarnopolskyi presented two web-based systems developed by the Institute of Land Management: the “NGO – Community” platform and GIS LandQualityUkraine (LQU), a web-based GIS resource for analyzing agricultural soil groups and their quality indicators across Ukraine.
Special attention was given to potential cooperation between Ukrainian and French researchers, particularly the possibility of drawing on French experience in restoring territories affected by military operations during the First World War.
The parties also discussed the role of France’s SAFER system (Sociétés d’Aménagement Foncier et d’Établissement Rural) in managing land resources and regulating the agricultural land market.
The meeting was held in a warm and constructive atmosphere, with both sides exchanging views and agreeing to continue regular dialogue going forward.
