
On March 18, 2025, Kyiv hosted the seminar “Access to Land and Agroecology: EU Countries’ Experience for Ukraine,” which brought together leading scholars, experts, and representatives of the agricultural sector to discuss issues of land policy, land use challenges, and agroecology in the context of Ukraine’s European integration.
The event was organized with the support of the Public Institution “Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine,” as well as the EU programs Erasmus+ and the “Long-term program of support of the Ukrainian research teams at the Polish Academy of Sciences carried out in collaboration with the U.S. National Academy of Sciences with the financial support of external partners” (project “rUAr: Rebuild Rural Ukraine”).
Seminar participants addressed the challenges facing Ukraine’s land market during wartime, issues of land resource management, the need to develop agroecological initiatives, and the European experience in supporting small-scale farming.
The seminar was officially opened by Academician of the NAS of Ukraine and Director of the Public Institution “Institute for Economics and Forecasting of the NAS of Ukraine,” Valerii Heiets; Academician of the NAS of Ukraine and Head of the Department of the Economics and Policy of Agrarian Transformations, Olena Borodina; Professor and Director of the Institute of Rural and Agricultural Development of the Polish Academy of Sciences, Monika Stanny; Head-rapporteur of the Working Group on Peasants’ Rights at the UN Human Rights Council, Geneva, Geneviève Savigny; and President of the Association of Farmers and Private Landowners of Ukraine, Viktor Honcharenko. They emphasized the importance of international cooperation and the adaptation of European approaches to land resource management in Ukraine.
During Panel Discussion 1, “Land Rights for Communities, Family Farms, and Farm Households in Ukraine,” the scientific report “Management of Territorial Communities’ Land Resources in the New Reality” was held. The presentation was prepared by Yosyp Dorosh, Oksana Sakal, and Shamil Ibatullin (Land Management Institute of the National Academy of Agrarian Sciences of Ukraine).



During the fourth discussion panel, “Protecting Land Rights for Small-Scale Producers: A European Perspective for Ukraine,” under the moderation of Oksana Sakal in Group 2, Andrii Tarnopolskyi, Roman Derkulskyi, Roman Kharytonenko, and Mariia Sytnyk took an active part in the discussion on issues concerning the functioning of the agricultural land market.

Toward the end of the seminar, Academician of the NAS of Ukraine and Head of the Department of the Economics and Policy of Agrarian Transformations at the Public Institution “Institute for Economics and Forecasting of the NAS of Ukraine,” Olena Borodina, summarized the event. She emphasized the importance of incorporating European experience into land relations regulation, supporting agroecological initiatives, and protecting the rights of small producers. Olena Borodina underscored the need to adapt Ukraine’s land policy to current challenges and EU integration standards, which will foster sustainable development in the agricultural sector and rural areas.
