
Researchers of the Land Management Institute of the National Academy of Agrarian Sciences of Ukraine participated in a training seminar on the topic “Project activity and development of investment projects”, organized by the German-Ukrainian Agricultural Policy Dialogue (APD), which took place on May 15-19, 2023 in the Horodnenska rural territorial community of the Bolgradskyi rayon in the Odeska oblast.
As part of the five-day seminar, the Institute’s team got to know the representatives of the communities participating in the pilot project within the APD, as well as the investment projects presented by them. Dorosh Andriy, a junior researcher, PhD in economics, took part in all the sessions of the seminar, instead, the director of the Land Management Institute, Doctor of Economics, Prof., correspondent member of NAAS Dorosh Yosyp, Deputy Director of the Institute of Land Use Andriy Tarnopolskyi and Doctor of Economics, S.Sc. Sakal Oksana took part in an information session on land-legal issues and land management of territorial communities.
Taking as a basis a detailed study of the communities, which was carried out by the specialists of the Institute even before participation in the seminar, as well as the program of the seminar, on May 18, 2023, the team of the Institute presented in detail the following questions:
• Management of community resources.
• Land management documentation as a land management tool.
• The border of the territorial community is the border of the community’s jurisdiction.
• Valuation of community lands – the basis of taxation with a fee for land.
• Impact of community land zoning on investment processes.
• Formation of communally owned lands based on the results of the inventory.
• Mechanism of purchase and sale of land plots of communal property.
• Dynamics of land legislation: does it meet the needs of life and development?
• The role of the survey in taking into account the interests of the community in the development strategy.
• Community GIS as an information and communication platform between residents and local government.
• The local regulatory framework is the basis for successful settlement of land and property issues and investment management.
After the information session, a constructive discussion took place. Community representatives had the opportunity to receive answers to topical land-law issues.
